How to make it

  1. Stem and seed the dried chiles, toast them in a dry pan for about 30 seconds per side until fragrant, then soak them in the hot water for 20 minutes until softened.
  2. Blend the soaked chiles with their soaking water, two cloves of garlic and a pinch of salt until completely smooth, then strain the sauce through a sieve to remove any skins.
  3. Cut the beef chuck into 3 cm cubes, pat dry and season well with salt and pepper, then toss with the flour to coat lightly.
  4. Heat the olive oil in a heavy pot over medium-high heat and brown the beef in batches on all sides, about 6 to 8 minutes per batch, then set aside.
  5. Lower the heat, add the chopped onion and remaining garlic and cook for 5 minutes until soft, then stir in the cumin and oregano for 1 minute.
  6. Return the beef to the pot, pour in the chile sauce and the beef broth, and bring to a gentle simmer.
  7. Cover and simmer over low heat for 2 to 2.5 hours, stirring occasionally, until the beef is fork-tender and the sauce has thickened to a rich gravy, then adjust the seasoning and serve.
