How to make it
- Heat the oil or margarine in a large heavy pot over medium heat, then add the onions, carrots and celery and cook for 6 to 8 minutes until softened.
- Stir in the potatoes and both bell peppers and cook for another 3 minutes, then sprinkle in the all-purpose flour and stir for 1 minute to coat the vegetables.
- Gradually pour in the vegetable stock while stirring, then add the tomato paste and thyme, season with salt and pepper, and bring to a gentle simmer.
- Cover and simmer for about 20 minutes, stirring occasionally, until the vegetables are nearly tender.
- Meanwhile, make the dumplings by rubbing the suet or butter into the self-raising flour with a pinch of salt, then stir in just enough cold water to form a soft, slightly sticky dough, and shape into 8 small balls.
- Drop the dumplings on top of the simmering stew, spacing them apart, then cover tightly and cook for 18 to 20 minutes without lifting the lid until they are puffed and cooked through.
- Check that the potatoes are fork-tender and the dumplings are fluffy inside, adjust the seasoning, and serve the stew in bowls with dumplings on top.
