How to make it
- Preheat the oven to 190 C and line a muffin tin with about eight to ten paper liners.
- In a large bowl whisk together the flour, sugar, cocoa powder, baking powder, and salt, breaking up any lumps of cocoa.
- In a separate bowl beat the egg, then whisk in the milk, oil, and vanilla until smooth.
- Pour the wet ingredients into the dry and fold gently with a spatula just until no dry flour remains; do not overmix or the muffins will turn tough.
- Toss the chocolate chips with a teaspoon of flour to keep them from sinking, then fold most of them into the batter, reserving a few for the tops.
- Divide the batter among the liners, filling each about three-quarters full, and scatter the reserved chocolate chips over the tops.
- Bake for 18 to 22 minutes, until the muffins are domed and a toothpick inserted into the center comes out with only a few moist crumbs, then cool in the tin for 5 minutes before transferring to a rack.
